Admin (System Administrator) cannot update user passwords. The Password field in the User table is not even visible. Has anyone seen this before? I was recently upgraded to Istanbul Patch 5 but I noticed this a couple weeks ago before the upgrade. I not aware of any modifications to any of the Admin user settings (roles, groups etc.) but I'm not sure what the defaults should be. Any help would be greatly appreciated.

Security admin role - In the base system, only the default System Administrator user has the security_admin role. Since it requires elevating privileges, the System Administrator does not have this role at login. After elevating privileges, the System Administrator user has the security_admin role for the duration of the user session.

I do have another user named ADMIN2 with admin role. ADMIN2 can see and update the password field but for some reason cannot do everything the default ADMIN could do. I need to fix default ADMIN. I think the issue is the security_admin role, it's missing. I can't add it to ADMIN or any user. It seems to have "disappeared" a few weeks ago.
