Can't get Developer Instance to a usable state

I just set up a new devloper instance to learn for a new role. But nothing seems to get it out of the loop I'm in.
This is what I see when I log in... no banner, nothing but this message.
I've read solutions everywhere to change user role via Instance Actions... well, that's not available to me:
As well as App Engine Studio not being available as a Plugin to Activate:
I clearly am missing something... please give me a hand here if you would, I would appreciate any insight.

Please login through the below link.
https://signon.service-now.com/x_snc_sso_auth.do?pageId=username
After login, click on user profile and change the role to Admin and save the changes.

Seems your PDI is not fully loaded, so better to release this and request for new one. You must see the Change user role on developer site.
