Creating an Email/Contact List in ServiceNow

We have a ~300 person contact list that we keep in Microsoft Outlook, but the program has too much access and is having problems deleting information.

 

Is it possible to shift this contact list to ServiceNow and have it perform the same features?

Categorizing contacts

Being able to email just to these categories

Able to be edited only by a small team, but viewable by everyone

Try this Targeted Communications, plugin , for the same , it is used to send email in bulk.
