Filter on M2M table

I have created a M2M table which is having parent table as 'Project' and child table as 'User'. Now when I click on Edit it shows all the users. I want to put a filter so that only a subset of users is available for selection. Is it possible to put such thing.

In M2M table go right click. Go to configure>List control.

Then again right click Configure>Form lay out.

Then add the field Edit Default Filter and save.

In List Control form you have now the Edit Filter. Add the restriction as per your requirement.

Now clicking on Edit will return the result according to filter.

But the filter applied is also seen by itil user , how can it be hided?
