the first best practice is calling it SERVICENOW instead of SNOW 🙂
I beleive you are referring to ServiceNow System Administration Fundamentals course in Nowlearning and CSA.
it's not mandatory as such, but it's the most important certification as it covers the basics of platform. I would say before giving other certifications like CIS, CAD., it's best to complete CSA first.
and it is the most asked certification in ServiceNow Job requirements. (at least in India).
