On the normal change/emergency change After filling all mandatory fields and clicking on risk assessment in the Related link always risk field setting to high.
But when change form saved and state is new and when we click on risk assessment then risk calculations are working correctly as OOB.
Then, search for Change Management Risk assessment
You will see the Repair option. Click on it.

Verify risk condition record under change -> Administration->risk conditions.
if you found a record that matches a record who is setting a risk at high, then verify by inactivating it.
tip:
verify change risk is geting calculating by both Risk assessment under change -> Administration->risk conditions AND change -> Administration->risk assessment.
Risk always give execurtion priority is to change -> Administration-> risk conditions.
