work flow vs business rule

Hello All,

Can any one tell me , can we achieve all scenarios using Business rule that we achieve with workflow.

when can we use workflow and Business rule.

depends on situation 

eg if you want to create some record after a ticket is created then use br if suppose you need a approval or want to wait some time then wf is better choice,this can also be achieved by br but it will be tough.

My thought is it depends on requirements.
