as per the workflow design in joint connection the process is moving forward after satisfying 3 conditions among 4 conditions.

I did not see the Incomplete condition in your join Activity. I suspect this could be the reason for the malfunctioning of the Join activity.
Could you please try adding the same as per Product Documentation? Simply add the join activity from core activities and connect the flows
