User Criteria - Behaviour

I have added a user criteria: Available for itil users on catalog item.

The catalog item is not visible for the non-itil users as expected, but even the itil user is not able the submit the request for the non-itil users.

When selecting the non-itil user on 'Requested for' field the form giving an error as below.

"Error: You cannot submit request for this user"

Couldn't identify the reason behind it. Would be helpful if provided a hint on this.

User Criteria controls whether an item can be seen or not - it doesn't have anything to do with submitting a request.  You must have an onChange or onSubmit Catalog Client Script that is responsible for this error message.
