Why isn't a knowledge base showing in the employee center?

I have created a new knowledge base for our release notes but I don't see it as an option in the employee center.  We are on San Diego patch 4.  I made sure to add a read role to the knowledge base and we created a few test articles that we hoped to see in our dev instance.  Any ideas why we can't see the knowledge base?

Hello,

Go to 'Portals', open ESC entry and under related list 'Knowledge Bases' select newly created one. Mark my answer as correct if that helps

i am not able to see the new or edit  for potal configuration knowledge base related list

you can see the edit option, once you change the scope.
