Please take a look at this video, ServiceNow GRC- Simple Steps to Set Up Risk Assessment Matrix. It helps you to configure the matrix according to your needs.

Likelihood/Impact	1	2	3	4	5
1	xx	xx	xx	xx	xx
2	xx	xx	xx	xx	xx
3	xx	xx	xx	xx	xx
4	xx	xx	xx	xx	xx
5	xx	xx	xx	xx	xx

You can fill up the table based on likelihood x impact = score
Impact and Likelihood should be 1-5.
