Agent Assist Default KB Article

Hello All, In agent assist the displayed KB articles are configured to show based on the short description of the case which is open. I would like to have an article (Which tells the HR agent on how to work on case like a complete FAQ`s) to be showed on the top of the Related search result. I have attached a screenshot of the place where I would like to have the article. 

Means this article will always be as the top result irrespective of the cases.
