Hi,

First of all, a custom application cannot be created in another application. You can however customize HRSD.

Second, you question is extremly broad and non-specific. Please ellaborate and give us some specific question to answer.

 

Otherwise I can only advise you to take trainings to learn how to develop in ServiceNow.

I would recommend you start by reading up on creating applications.
