I would like to how to configure a popup view for on the incident list. Notice this is only for the reference icon on the list not the view on a reference on any form.
The information icon - whether next to a reference field, or on a list view shows the sys_popup view. If there is not a sys_popup view defined for this table then the default view is used. This article details the steps to check/create/change the sys_popup view:
Show a screenshot of what you are referring to - the i in a circle icon in an incident list view to preview the Incident record, or something else? This view is going to be the same system-wide whether clicking the icon from a list view or next to a populated reference field on a form - it's the same view.
