Notes disappearing when making comments

Hi all, I'm new to Service Now and could use some help.  We have run into an issue where when we add comments to the Notes section of our incident, the comments disappear.  It doesn't matter if it's for Private It or the additional comments. section.  Nothing shows up on ticket which makes it even more frustrating.  What I did notice was a blue bar like something should be there but no number of configs we looked at have made any difference when we have changed them.

 

Any help would be great.
