my instance is stuck in refreshing instance state. I need a new instance but i can't release it.

My instance too URL:https://dev17959.service-now.com dors not returno from hibernation since three days ago.

My dev instance will not wake from hibernation since yesterday. The only available options are to refresh or release it. Any suggestions.
