Hi All,
Just to get this thread and let community know about the current, updated and correct solution to this PDI issue, I am commenting below info. Please mark this as CORRECT ANSWER if you think it is appropriate to end this thread and post.
Instance being in offline mode is an ongoing issue for some time now. Unfortunately, Instance support is no longer provided by ServiceNow. We no longer have feedback button also.
Note: For any urgent work, Best you can do now is to release the instance and request for new one if you don't have important data. You can get a new instance in less than 5 minutes.
As per the impact and if its not PDI (customer/partner instance), you can raise HI case for this issue. For PDI, ServiceNow no longer provides any support.
