It looks like my instance is down, can anyone help me on this ?@

Hi ,

you need to release the instance and request for new instance - it wont take more than 5 minutes

As Servicenow is not following the issue regarding the PDI issue 

Lacks of User were facing this issue since 2 weeks

My PDI (dev79873) is offline too. How long would it take for it to come back?
