Hi ,
you need to release the instance and request for new instance - it wont take more than 5 minutes
As Servicenow is not following the issue regarding the PDI issue
Lacks of User were facing this issue since 2 weeks

Hi - I see the following error on my developer home page, and my PDI (https://dev131576.service-now.com) is inaccessible.
The instance is offline. Please check again in a few minutes.
It has been in that state for the past 12+ hours. Can you please help?
