Hi ,

you need to release the instance and request for new instance - it wont take more than 5 minutes

As Servicenow is not following the issue regarding the PDI issue 

Lacks of User were facing this issue since 2 weeks

My instance is down from 10hrs and it is showing me as "Refreshing" state. Instance id: Dev125304

How to solve this?
