As I did not get any support from ServiceNow, I have only "Release Instance" option. So, I have released the instance 😑
When I request an instance now, it is giving me this error.
It is really disappointing 😑

Hello, I am having same issue:
The instance didn't wake up. Report, or check again in a few minutes.

There is no support available for PDI, also SN is migrating 8000+ PDI to new D.C.
Either you can wait or urgent, release this PDI and take a new one.
