My instance is offline after an upgrade and I can't turn it back on. Is it possible to fix this without releasing my instance?

I got an email to release my instance stating that The instance has technical issues and must be retired.

I am no longer able to open my instance dev372460. There seems to be an internal error but been trying for the last two days. Can someone assist? Thank you.
