Instance is down and not coming up since many hours. What do I do?

I am getting this message: Instance Offline: Recovery may take long. You can wait, or release it now to request a new one."
Should I release the existing one and request for the new one? Or it will get recovered?

Hi, my instance (dev442021) is offline and won't start up. I'm getting the following message: "We're having trouble opening your instance due to an internal error. We should have it fixed in a few minutes." It's already been several minutes but it's still offline.
