I cannot access to any instance as it shows "provisioning instance" for more than 10 days now.

My Instance dev79300 will not refresh. It hangs at about 70%.

Hi,

Your developer instance is currently offline due to a data center maintenance in progress. Once work has been completed, your instance will be online and ready for use.

Unfortunately, we do not have an ETA. We are actively working on this issue. If you have a backup of your instance like update sets or on git, you may release this instance and get a new one.
