How a user can create and update complete templates without being admin

Hello.
I have the role of admin in ServiceNow and I use templates regularly to quickly create changes and incidents.
We have many requests from a managers groups that they can create and update their template.
By cons we can not give these manager role of admin.
I see that some roles give the possibility to create templates but the choice of fields is very limited.
My question is how a user can create and update complete templates without being admin.

i have the same question, there is no template_admin role, and unsure about the template editor roles.
it would seem that having a template admin role would be a handy addition unless thats what the editor roles are for

Users/Groups can manage templates inside the form view by clicking on Toggle Template Bar (under the 3 dots at top of form). If global is checked, then anyone should be able to update.
