How can I use two form views in Agent Workspace?

I have a requirement to allow agents the ability to view records using two different form views in Agent Workspace.  In the standard ui I have two modules that specify which view to use, so that when the record is opened the appropriate form layout and related lists are displayed.  Would be great to be able to create that same UX in the AW.

I have looked at Workspace View rules but haven't found a way to apply them to certain workspace lists and not others.

I have the two Workspace View rules below for our Unit Table.  There doesn't appear to be a way to use one view when opening a unit from one list vs the other.  It appears to just use the first view rule it finds.

I see both are on the same table, but what is the main difference there should be some condition based onw which the system knows which view to open for the agents

There isn't a filter that would work.  All of the records in the table should be available in both lists.  But I need for them to open using the different form view.
