How to remove the New list action from the HR list category in Service operations workspace

How can I remove/hide the new button appearing for one of the List category in SOW .
I tried following the mention steps:
Go to List actions.
find the new button on Global table
create an entry in Action exclusion:
table selected is HR case ,
Exclude this table and exclude child tables are checked.
This doesn't seem to work.
Any leads on this is highly appreciated.

Have to go to the correct record (https://[instance-name].service-now.com/nav_to.do?uri=sys_declarative_action_assignment.do?sys_id=17...
+ Create Action Exclusions as you did -> test again
+ Below I tested with Incident table:
- Mark as New
- Bookmark
- Subscribe
- Mute
- Subscribe to RSS Feed

@Shyna1 , correct sys_id "17c13e7273131010a0a79329faf6a794"
Try with this record since it works for me.
If not, go to Action Assignments table (sys_declarative_action_assignment), filter all New button in Global table => starts by deactivate each of them and see which one actually disappears => then create Action Excludions in that record.
