What do the Incident Manager and Incident Admin roles do?

I notice that OOB the incident_manager and incident_admin roles are provided. What do these roles do that the normal ITIL role does not do?
I notice that incident_admin has access to reports while the incident_manager has access to Incident Properties (although I am unable to see that module with incident_manager role active.
Anyone?
