Hi @PrashantK270430 - Not sure whether your issue has solved, would like to share the below steps for others benefit as well.
Try checking the below steps as well as it got solved for me when I got ended-up with the same situation that you have mentioned above.
1) Click on the "CI Admin Console" link.
2) Check the below "Now Assist Panel" record got enabled or not?
After following the steps above, the issue was resolved for me. If you are still experiencing problems, please share the steps you have taken so far. This will help me guide you more effectively.

We too are facing this issue, where NOW Assist panel does not display to users even though turned on

Hi @PrashantK270430 ,
I can understand you have enabled Now assist panel in your customer DEV instance.
Please check relevant points as well to troubleshoot the issue -
Relevant role should be available "now_assist_panel_user" in the user profile

- Please clear your browser cache and cookies, sometimes UI element not available because of cookies and cache.
- Also check any recent customization there to hide UI element.
