The docs link which you shared is the one (or similar) of what I used after Paris came available, so september/oktober last year. Not long after, those pages actually where taken offline. I can guess why: because it was not working, though officially no clue of why these where taken offline.
What do I mean with not working?

I also asked some people behind the Developer Site back then. They mentioned, if these components are not listed on the Developer Site, they might not be publicly available.
Haven't tried anymore since oktober last year, maybe giving it a try next week again since the Docs pages are back online so maybe...
Though also haven't seen any working example for a custom component for VA and haven't seen anyone mentioning getting this actually working for VA.

Ahh, ok. The Quebec version of that doc has different CLI setup steps, perhaps give this a shot:
