Report_scheduler Role Potential Impact

We are looking to Remove few options under 'Run' when user click on New scheduled report.
so report_scheduler can be given out to users and can avoid Major Incidents coming
What could be the potential impact on this moving forward when we move to platform analytics? Is it best practice to do?

Not sure what exactly you are asking here.

You should be able to give the "report_scheduler" role to users without much trouble, you could limit the minimum periodical reoccurence for performance reasons and maybe limit the recipients due to data compliance.

Anyway, the report scheduling in the Core UI is a completely separate functionality from scheduled exports in Platform Analytics, so changing the former won't affect the latter.
