How can I import Allocation data into and Entitlement?

The training book mentions importing Allocations on page 213, but does not show how to do this.  Pages 214 and 215 show the fields of data that are required but do not mention how to import the data.  Does anyone know how to do this?

Is there a way to import user allocations to a specific software entitlement?  For example I have several "Microsoft Visual Studio 2017 Professional Windows" entitlements that were purchased; an import fails with "Multiple records for Entitlement exists" and using the sys_id as the entitlement does not work.

I export an import template for alm_entitlement_user fill it and try to import it.  If there is a single software entitlement record the import works, I need to ability to tie a specific user to an entitlement - Is there a way to do that?

Are you using the asset tag field auto number your entitlements? This is what will make each entitlement distinct since the license key table uses the display name of the entitlement (asset tag + sw model)
