How can i activate the New button in change task templates in a standard template

Hello Everyone, 
I need to know how can i activate the new button seen in the below screens

Can someone help me out 

As seen here , this is on dev learning instance

Hi @RitaA ,

The New Button will only visible when the state of Standard Change Proposal is New

Where it has mentioned  - : You can add standard change tasks to a standard change proposal only when the proposal is in the New state. Once you submit a standard change task for approval, you cannot add additional tasks.
