ACLs being called multiple times

Significant performance issues have been experienced by users in the last few weeks but I can't reproduce it in the dev instance. Prod is currently running Rome patch 4 hotfix 1b and dev is on Rome patch 7 (Prod is being patched this Saturday) and we recently enabled the ITSM roles plugin and deployed a revised change request process.

It appears to happen whenever the user is viewing a request, requested item or catalogue task or a record which references one of these. When running in debug mode, I can see that the Prod instance is calling each ACL up to five times. I can't identify what's causing this - the ACLs, business rules and users' roles are identical in the two instances. I cleared the cache but it hasn't resolved the issue.

Is it possibly due to the current Prod patch (no performance fixes are listed in patch 7) or something else that I haven't considered?

It's some server side problem generally first business rules are called ,post that acls are called each time user tries to access the form. Try reaching out servicenow if same acls is being executed without any reason. Mark correct and helpful.
