Can't Open Record when clicked on

I have an issue when i click on Open Record button. It work fine with my dev instance but it's not working when i import in another instance(It works successfully when i click and  open in a new tab)

I realized that the url of import instance also have "sysparm_view_forced" . Maybe it related to this issue but i can't find the way to set it false

Is there any view rule on that table?

also check whether any query business rule is restricting it or not
