Changing Text on a Service Portal Page

I have a "Report an Issue" page that a vendor set  up with a block of text at the top that I need to change, but I can't figure out where to go to change it.  Any help would be appreciated.  Below is a picture of the page.

The text in green should be the (long) description field of the record producer "Report a Issue".

Editing this description field (in HTML format) should update this for you...
