Well to be fair, you had multiple questions, so I answered one of them. But it's limited to those roles OOB because it provides wide array of visions to things that public users wouldn't usually have access to anyway so there is no "point" in them needing to use it. The more access you have, the "harder" it is to find stuff. So just helps have less searches going on for instance performance and otherwise.
