Translations were created similar to the process mentioned in the article. The issue its getting translated but I have clear cache each time after switching the language

That is expected behaviour for your user in that same browser session. This is for optimization reasons to reduce the need to resend the strings to your browser.

Once added, the translations should present for any user with the translated language selected and they visit for the first time,
