Hide New button on Service operation workspace

How can we hide the new button in Workspace for all user.

If you hide New button , then how you will create change in workspace?

Why? You are using the workspace, but don't want people to create records from there?

For now client does not want to create for workspace but in future they will revert back

Then better hide the SOW from workspace that is much easy and quick.
