Is it possible to automatically raise a service catalog request using time trigger in flow designer?

Yes, it's possible.
Just add the "Submit Catalog Item Request" action to your Flow.

Thank you for the answer. Does this only cover sc_req_item? Sorry if my initial question was not clear. I was hoping if it is possible to auto raise a sc_req using a trigger?

By submitting a sc_req_item in this way you automatically create a new Request (sc_request).
