Major Incident Management - Recipients lists OOB functionality, how to use it to send emails?

Major Incident Management, how does the recipients list function? I would expect that emails would be sent to users in the recipients list during major incident communication, but this isn't happening. Why aren't the emails being sent?

@Mark Manders - No.

How do you expect notifications to be send when they aren't configured? I know ServiceNow is pushing (too) hard on everything AI related, but the system still doesn't do something just by thinking about it.
