What scenarios makes sense to have the following related list enabled for knowledge base : "Cannot Read" and "Cannot Contribute" ? A video tutorials talks about user criteria where one group can be limited to "read" only without the ability to contribute, however, I am trying to understand what is the purpose of the other 2 lists.

User criteria are useful for grouping classes of people together by location, group, department, etc. You may want to INCLUDE everyone in North America in a knowledge base to be able to create content, but EXCLUDE another group (ex: all North American users in the legal department) from contributing.
You can include the North America group and Exclude (cannot contribute) the NA Lawyers.
I hope that makes sense.
