Yes. All you need is a user account in ServiceNow to approve the request. They can approve via email or ServiceNow UI. But they must have an user account in ServiceNow. Doesn't need any license.

Hi Sanjiv Meher,
You meant to say approval through email will not charge a approval license.But as per my knowledge Servicenow changed the licensing policy after Geneva version, Approval through email will also consider as approval license.
Does Servicenow changed the license policy in London version?
Can you tell me where i can I find authentic information about approval licensing in latest version apart from customers product purchase contract.

You should talk to your ServiceNow Sales representative. Every contracts are different.
In most of the cases, licenses are charged based on Fulfiller license.
For your case it could be possible that both approval and fulfiller licenses are counted.

Approving (in platform or via email) require an Approval or Business Stakeholder entitlement, with the user does not have a Fulfiller or App User entitlement. This is indicated in the Order Form (in the User Type Matrix).
