fix CPU value discrepancy for Azure VMs

Hi Team,

We are facing issue where  Azure VMs  discovered via discovery  having  wrong  cpu count in cmdb_ci_win_server Table  

However for onPrem server it is correct.

Just wanted to know How cpu count calculate in case of Azure VMs
