Hi,
Which roles added in your ACL?
Are you testing with Admin user?
Does user contain ACL roles?
Is there any other ACL for the same operation?
Thanks

As you have admin override checkbox checked it will allow users having admin role to edit Work Notes in List view.
As you have added itil role in your ACl that means it will allow itil users to edit.
Impersonate any user who does not have itil role and test it.
Thanks
