To enable ITBM (IT Business Management) in ServiceNow, you don’t install a single plugin called “ITBM” anymore, it has been rebranded and modularized as SPM (Strategic Portfolio Management).
What you actually need to do
You activate the relevant plugins based on what you need.
Core plugins SPM
Go to:
System Definition → Plugins
Search and activate:
Strategic Portfolio Management (SPM)
Project Portfolio Management (PPM)
Demand Management
Resource Management
Financial Planning
Depending on your use case, you may also need:
Agile Development 2.0 (if using Agile)
Innovation Management
Application Portfolio Management (APM)
These plugins may require proper licensing
Some plugins have dependencies and will install automatically
Activation may take time and should ideally be done in non-production first
After activation

Resource plans
Financial models
Roles and governance
Project Workspace

IT Business Management is a legacy name, it's been called Strategic Portfolio Management (SPM).
Do you mean to activate that in your PDI to learn or in a real customer's environment?
PDI is 100 % free and for clients there are more licences - SPM or SPM Pro.
Regarding SPM - there's Innovation management (Idea Portal), Demand, Resource management and Portfolio planning workspace.
It is used for organisations to track their resources, capacities and plan it accordingly.

Activate it in customer's env, then talk to the corresponding accountant person to check/make the contract with ServiceNow.
Activate in your pdi by installing:
Portfolio planning to get the standard SPM (PP workspace):
