With the Zurich or 2.2.x release of Service Bridge, Journal Field Framework (JFF) was introduced. The way in which it was implemented doesn't trigger an update on Journal field changes. This has been corrected in the upcoming Australia or 2.3.x release of Service Bridge.

We have a similar business rule setup so we can move our tasks to client responded when the customer updates. Here's a screenshot of our condition, which we have running before update. The updated by users account for the legacy service bridge application and the new.
