After Zurich Upgrade, we are no longer able to manually change approver in RITMs

We just upgraded to Zurich. Now, when trying to manually change an approver in Prod, it will not allow. We did not see this issue in Dev and Test. Does anyone know how to make it so we can change approvers manually in the RITM? Thank you!

Have you checked the ACLs on sysapproval_approver table?

We did check, but it is working in Dev and Test but not in Prod.
