Hi,
I am in the process of creating a comprehensive report for a specific group. To begin, I will compile a thorough list of all group members, including their corresponding reported incidents. Following this, my next step involves constructing a bar chart to visualize the data, organizing it based on the "Assigned To" field. Additionally, for group members with no reported incidents, the bar chart will display a data label of 0 to indicate this aspect.

In reporting you can't report on something that isn't there.
What is the requirement of the report? You are describing the solution, but don't know how to create it. To help it is important to know the requirement behind the solution you are trying to get.
If you want something comprehensive, why not create a dashboard with an interactive filter for all the group members and reports for the data (it can go beyond incidents, but show changes, stories, assets or whatever -> make it comprehensive).
And on the bar chart you will see all users that have created incidents (again: you can't report on what isn't there). Selecting a user that has no incidents created, will show 'no data'.
