If End User ends the conversation between him and the Live agent

If the End User connects to the Live Agent and end the cnversation the interaction state changes to Closed Complete. This is OOTB behaviour . But my requirement is after the End user ends the conversation only the conversation should get closed but the Interaction record should be in Work In Progress. After Agent fills the closure details and then only it should close the interaction
