Hiding choice in view by field in workplace central

Hiding cost center and department values in the drop down of "View by" field and making Workplace entity as default value. This change has to be done in the map-based administration section for a building, in the provided screen shot location.

The stack plan values should be displayed based on the default value "Workplace entity".
